Iran’s Espionage Intensification Law
INTERNAL CONTROLS
Following the devastating geopolitical shocks of the 2025 “12-Day War” and the February 2026 “Ramadan War,” Iran has fundamentally rewritten its internal security doctrine. These conflicts resulted in an unprecedented decapitation strike on the state’s leadership and the subsequent elevation of Ayatollah Seyyed Mojtaba Khamenei as the third Supreme Leader of the Islamic Republic. Our latest analytical report, “The Architecture of Absolute State Control,” dives deep into the state’s draconian response: the newly weaponized “Law on Intensifying Punishment for Espionage.”
This is not a standard counter-intelligence sweep. Driven by a sweeping Ministry of Intelligence (MoIS) directive, this crackdown has explicitly designated 415 entities—including 44 media networks, 61 human agents, and 310 virtual pages—as “hostile”. This expansive legal dragnet criminalizes basic civil dissent, independent journalism, feminist advocacy, and even online educational platforms.
With 3,121 individuals already prosecuted and the judiciary aggressively executing a campaign of “economic repression” through the mass confiscation of assets belonging to dissidents and diaspora figures, the conceptual “gray zone” of Iranian civil society is being systematically eradicated.
